Yes cats can like the scent of honeysuckle. The plant contains nepetalactone in it's oils which is what the cats react to. It is the same thing that cats react to in catnip. Like catnip though it doesn't produce the same result in all cats.

The honeysuckle they like isn't just from the garden plant, but some species of it that has a thick woody branch - I've seen one about an inch and a half across. My brother's cat went nuts for it.

They absolutely love it.
It basically drives them insane.
It's also really cute to watch them play with it.
